Contexte :

 

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.
Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.

General description of the position :

 

The MEAL Manager will supervise the MEAL team for the Tdh Iraq Program.
The purpose of the position is to supervise all MEAL activities regarding the projects countrywide:

- Management of the MEAL components of the Program
- Promote results and evidence-based programming
- Ensure responsive programming to the needs of the most vulnerable
- Promote knowledge management and learning within the Delegation

 

Contractual Conditions:

 

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Duration: 12 months.             

 

Main responsibilities :

 

  • Post-secondary (Bachelor) degree or higher in related field;
  • At least two years in M&E department management in an emergency setting or development work;
  • Experience in Child protection M&E (international and interagency child protection information management systems);
  • Strong experience in planning, design, management and implementation of Monitoring and Evaluation program strategies;
  • Experience conducting research, including the use of qualitative and quantitative research methodologies and data collection and analysis instruments;
  • Advanced computer skills, especially in Word, Excel, ACCESS, SQL and others;
  • Proven experience in using Mobile data collection for M&E purposes
  • Strong communication, interpersonal and analytical skills;
  • Ability to prioritize needs and carry out multiple tasks simultaneously;
  • Proven skills and experience in (contributing to) proposal and report writing;
  • Fluency in written and spoken English.

 

Profile :

 

  • Ensure quality MEAL at the program level and build a nationwide system that captures and presents results and also informs the global Tdh MEAL system.
  • Lead contribution to the review and development of country and sectorial monitoring and evaluation plans and strategies, ensuring crosscutting issues are well integrated.
  • Design tools and SOPs aimed at monitoring project activities implementation against work-plan and Logical Framework, ensuring that programs have specific, measurable, achievable, realistic and time bound indicators.
  • Contribute to ensure quality and accountability (donors and beneficiaries related accountability).
  • Support program coordinators and project managers with data analysis and the production of high quality, evidence-based, donor compliant reports (monthly, quarterly, annual and final) in a timely manner to accurately reflect field level conditions and programming progress.
  • Promote and support commitment to collaboration between programs, including streamlining activities and tools where possible.
  • Supervise M&E staff in the field to ensure the implementation of appropriate plans and tools to capture and enhance programming in each operational area.
  • Work with database officers in field bases to develop and maintain an effective information database; assisting in developing data entry, storage and analysis templates for project and program monitoring, providing resources and necessary support for program inputs and outputs.
  • Advise on analysis of project data using international tools and methodologies.
  • Conduct advanced statistical analysis when required.
  • Design survey instruments for baseline – endline surveys, monitoring and evaluation surveys and needs’ assessments.
  • Ensure data quality and integrity by periodically conducting field visits and spot-checks.

Training/Capacity building:

  • Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring and evaluation approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project's targets.
  • Train, assist and/or participate in rapid or baseline assessments to inform program design.
  • Provide support/guidance in the selection of evaluators, development of terms of reference and scope of work for evaluation teams.
  • Work with program coordination and contribute to support and train to apply lessons learnt, case studies and follow up on progress through monitoring and provide on-going support.

  • Raising awareness within the Foundation on violence against children.
  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
